Khoo Ying Hooi, Associate Professor and the Head of the Department of International and Strategic Studies at Universiti Malaya (UM)

Abstract

 This talk contains situations from 11 countries across three subregions of Asia: Southeast Asia, South Asia, and Central Asia. It examines trends and similarities across focus countries while capturing each country's unique experiences and situations. Using primary data — interviews and focus group
discussions (FGD) — and secondary data, the 11-country research investigates vaccine information accessibility, equity, transparency, and accountability of vaccine procurement during the COVID-19 pandemic. It also takes a special look at how COVID-19 vaccines made by China-based manufacturers have figured in the issues of vaccine access and equity, China’s influence, and how its vaccine diplomacy works in each.

Profile

 Khoo Ying Hooi is an Associate Professor and the Head of the Department of International and Strategic Studies at Universiti Malaya (UM). She leads the UM Research Network on Human Rights. Her research centres on the intersection of human rights, democratisation, and non-governmental organisations, including social movements, focusing on Southeast Asia. She
is the author and co-editor of several books, including “Marginalisation and
Human Rights in Southeast Asia” (eds., Routledge, 2022), “Rethinking Human
Rights and Peace in the Post-Independence Timor-Leste through Local
Perspectives” (eds., Palgrave Macmillan, 2022) and “The Bersih Movement and Democratization in Malaysia” (SIRD/ ISEAS/ Lexington Books, 2020). Ying Hooi is the Editor-in-Chief of the Malaysian Journal of International Relations (MJIR) and is also on the editorial board of the Journal of Current Southeast Asian Affairs, Journal of Southeast Asian Human Rights (JSEAHR) and Indonesian Law Review (ILREV). She has been active in the works on human rights and democracy in Southeast Asia by combining the academia and practice approaches.
