Abstract
In Japan, it was once considered acceptable for women to be underrepresented in STEM fields and majors. This situation gradually changed, and by fiscal year 2006, increasing the number of female researchers was positioned as a policy agenda. Subsequently, budgets were allocated for various initiatives, including broadening participation. Despite this, the rate of female students choosing STEM fields has remained largely unchanged. Why are efforts by not only the government but also NPOs, companies, universities, and secondary schools failing to show results? I would like to consider this by looking at countries that have faced similar problems for a long time and shifted their policies in the 21st century, as they attempt to change the “Chilly Climate.”
