Abstract

“Why is the mortality rate of disabled people so high?” This is the words of a family who lost a child with disabilities in the Great East Japan Earthquake.
The mortality rate for persons with disabilities was two to four times that of persons without disabilities. It is a serious question because the high mortality rate is caused not only by natural disasters, but also by human-made disasters. Convention on the Rights of Persons with Disabilities (2006) states that “disability results from the interaction between persons with impairments and attitudinal and environmental barriers”. This is the social model of disabilities which has not yet penetrated in the society.
I would like to take this opportunity to consider what kind of vulnerability people with disabilities have been exposed to during the Great East Japan Earthquake. How should society protect the persons with disabilities from environmental barriers? Furthermore, to think about creating an inclusive society.
